Clowney was tagged as a linebacker which carries a tender of of $15.4 million as opposed to a defensive end which would've paid him $17.1 million despite playing significantly more snaps at defensive end in 2018. Clowney is currently slated to recieve $15.967 million in 2019 because it is 120% of his 2018 salary, which is higher than the franchise tag value as a linebacker.

The report came shortly after the 3:00 pm deadline for Clowney and the Texans to agree on a long-term contract passed. If Clowney is to play for the Texans in 2019 it must be on the franchise tender. The Texans cannot sign him to a new contract until after the regular season.
